Does this also happen if you publish to any other media, (like e.g. DropBox)?

What LMS are you using, and do you have any local support?

Does it happen when you access the same (LMS-based) course from another PC?

Have you tried to e.g. publish to a (trial account) on Articulate online and see what happens?

Some of these may help to get to a resolution.
