Note: With the release of Storyline 360 version 65 (Build 3.65.28121.0), if you have the Playback speed control turned on, the learner could slow the video down themselves if you wanted them to be able to control it.
#2: Right-click the video on the frame you want to use as a photo and select Export Frame as Picture. Once you save the photo, insert it just like any other photo in Storyline.

#1: I would import the video into Camtasia Studio and adjust the speed using its Clip Speed feature to slow down the clock video. https://www.techsmith.com/learn/tutorials/camtasia/clip-speed/
