Menu options that only appear when the user wiggles the mouse - is it possible?

Hi all,

I'm not sure if what I'm looking for is possible, or if I'm not wording it correctly. I'm in the middle of making a video-heavy course, and all of the videos will have subtitles. From a previous course, I noticed that the menu options I added in sometimes cover up important parts of the videos I'm using.

Is there a way to have a layer maybe, that is only active while the user moves their mouse? I've played with hover triggers that trigger the layer to become visible when the user hovers over a transparent box over the video, but I'm stuck on getting them to appear only when the user is moving the mouse.

If anyone has any idea on how to navigate this, do let me know :)
