I have published my storyline project for the Articulate Mobile app and for html5. My goal is to show the project without having to hit the internet. So I added it to a microSD card and pulled it up on my Galaxy tablet. However, it does not show up in the mobile app or through a browser.

You should be all right if you publish for CD. Then any device that can load a browser and navigate to a local folder can find and play it.
