Moodle Completion Anomaly

I am experiencing an issue where a SCORM 1.2 package built within Storyline 3 is not producing the passed completion status for some users but not the majority. The users have to attain a score of 7/10 or more to pass. They then exit the package, which should mark the package as passed.
Moodle is logging their scores, so it does not seem to be an issue with Moodle. When the users notice the problem and go back onto the package, they get prompted to start where they left off, which puts them onto the first question of the quiz bank. They can still complete the quiz but it does not mark as passed.
I have attached a copy of the completion options that were selected when my predecessor uploaded the package.

Hi Jonny,
If it's only happening for some users, I'd look to what they're doing differently from the other users who are registering a completion.
Issues that aren't consistent typically boil down to a user behavior such as how they've closed the course, what browser they're using, etc. Can you find out any more specifics of how these users navigated through the course?
