Multiple choice - multiple attempts query

I am trying to create a n MC question that has 3 choices where we want to let the learner have two attempts with feedback being given at question level. This gives 3 layers (Correct, Try Again & Incorrect).

Is my understanding correct in that:

They pick the right answer - The go straight to the correct layer
They pick one of the wrong answers: They go to the try again layer
They pick another wrong answer so all attempts have been used up - They go to the Incorrect answer

See screenshot for how set up. When you pick the first incorrect answer it goes straight to incorrect. Am I misunderstanding or is it working incorrectly.

Thanks for the screenshot--that's really helpful! It looks like you have set everything up correctly, so I'm not sure why the Incorrect layer is popping up after just one wrong attempt.
