New Questions For Quiz Retake After Previous Failed Attempts?

Currently I'm using Adobe Captivate, but with their product you can't get a new set of randomized questions when a learner retakes a quiz after they failed a previous attempt. It's the same questions all over again. I want to know if this is a limitation of Adobe Captivate or all authoring software for SCORM compliant modules. I'm considering switching software cause that's a pretty big thumbs down in my book.
