next button disabled even though variable on the layer is met

Hello all.

I'm new to this and could use guidance. I don't want the learner to advance to the next slide until they have clicked on the layer and the narration on that layer is completed.  So on the layer and have built an "adjust variable" trigger to true when the timeline for that layer ends.  On the base layer is the "jump to next slide' when that variable = true.  However, my "next" button remains inactive when the timeline on the slide layer ends. What am I doing wrong?
