Only two out of three identical hover states working

I am facing a problem with the hover states. The first two buttons are working, but the third isn't. I tried exchanging the pictures, reapplying the states and everything suggested in the forum. There is nothing on top that could block it. They are not grouped and the hover state isn't transparent, it is an image itself.

As per my understanding

Picture Bild_3 might be corrupted, Don't replace the image delete the previous one and new images.
Articulate doesn't support .svg format below are list of format you can use
- BMP
- EMF
- GIF
- GFA
- JFIF
- JPE
- JPG
- JPEG
- PNG
- TIF
- TIFF
- WMF
You can use .svg file but sometimes it cause problem, If you publish the course for web even your shared file is working fine.
