If you're included a YouTube video as a web object, you can choose to enable some additional parameters as described here and showing the full screen YouTube button is one of the options. There isn't an option within Storyline to force a video to open in full screen beyond the confines of the player, but you could also link to a video and allow that to open in a new browser window which may have more of a full screen appearance.
Has Articulate considered a feature improvement that would enable video to be displayed full screen when selected and then return to normal slide view when the video ends?

To take advantage of this update, launch the Articulate 360 desktop app on your computer and click the Update button next to Storyline 360. You'll find step-by-step instructions here.

There is not a standard way to do so, but I know that Steve shared a solution here if you would like to take a look.
You can enable fullscreen button for embedded videos by removing following code from player.css (inside mobile folder).
video::-webkit-media-controls-fullscreen-button,
Try and confirm if it works for you.
Alternatively, we can set "display:allowed;" in player.css intead of deleting "video::-webkit-media-controls-fullscreen-button,".
