Claire, take a look at the attached file, with hover states working properly.
All I did was remove the triggers you added to switch to the hover state.
With Storyline, the built-in normal and hover states you're using are designed to automatically show hover states without having to manually add triggers for them, and I've found that adding those triggers (e.g. for hover state) can sometimes confuse the built in functionality and cause it to do weird things.
