We have some video heavy modules which we are now publishing to HTML5 only (previously those were Flash/HTML5 fallback). There are severe loading issues after conversion in IE11. Flash version works completely fine though.
You mentioned you published the Storyline 3 content as HTML5 only. What did you do with the output file? Did you host it on a web server or a learning management system?

For next steps, would you mind sharing the .story file with me? I'd like to test it on SCORM Cloud, an LMS testing environment we use to gauge course performance, to see how the content loads there.

Yes I hosted it on Learning management system, this module has lot of videos, which get stuck, or the modules gets abruptly closed on the LMS.
