As mentioned above, are you storing the published files on a web server?
Have you tried a different browser to see if the issue is browser related?
Resume data is tracked by browser cookies if you publish for the web, so try to clear your cache and see if that helps. Also, take a moment to review the user guide and see if there were any missed steps:

Hi Miri,
as far as I know you canĀ“t save the progress of a user, when exporting to web. You need for excample a LMS for this and use SCORM.
