Publishing a file

Hi,

 I am trying to publish a course (web) for my co-workers to review and it keeps publish a previous draft, not the current draft despite publishing through the new draft.

Any suggestions? I have tried clearing the cache on my Chrome and deleting all older files and renaming my current draft, but still no luck.
