I am creating a webinar within Storyline 2 and would love to be able to send it through e-blast to the workforce at my organization. What would be the best route to go publishing wise? We don't want to put it into our LMS. Any tips would be greatly appreciated. Thanks!

Publish it to the web, put it on a server that is available to all (like a repository server) and send them the link to story.html is your best bet/
Otherwise publish to web and send the package to them with instructions on how to find story.html.
Third option (IMO) is publish for CD and send with instructions on how to find launch.exe
