Publishing: disable downloading for offline viewing

Hello!

I am working on a module that I would like to host on the web so that it can be view via iPad.  Using the 'publish to web' option I have been successful in getting it packaged and hosted.  Where I have run into issues is in with the 'download for offline viewing' feature.  Despite my efforts to disable project downloading, the files are still getting onto the device.  How can I ensure the content will only be available when connect to the internet?  This is a project setting that must be figured out to abide by our compliance standard.
