I know for the courses we build for our customers, we provide the .story file as a standard practice. I also recommend that people ask for that in the SOWs they use to work with vendors.
As a standard practice I include the source files along with the finished product. The original images as well as the .story or .cptx. Some designer/ developers keep the source files because they don't want the client to make changes that muck up or break the great product that the designer spent a number of hours producing. I have become infuriated when I revisited a project I developed and the customer made so many changes any semblance the project's appearance had to a professionally designed product had been destroyed.
As Ron suggested, if you want the source file then it needs to be included in your Statement of Work or contract.
