Question Malfunction for Some (But Not All) Learners

I published a Storyline Course to Rise.com, and some users (but not all) are having problems moving past a quiz question.  This freeform question is designed to allow for 2 attempts with correct and incorrect feedback that navigates the user to the next slide.  However, I received the attached screenshot, showing that the Submit button has been replaced by "Next" and "Prev" buttons.   This has only happened for 2 different people, while 66 other people were able to complete the training without issue.

Any advice?

You mentioned that this only happened for a few users. Were you able to replicate the issue on your end? 

It would also be interesting to know if the two users who had problems were using the same browser or type of device.
