You're right, there is built-in behavior with the Submit button to proceed to the next slide. Otherwise, you'd have to add a navigation trigger to each question slide.
That means that the slide is jumping to the next slide prior to the trigger for the slide specified.
I'd recommend setting the course to submit all at once vs. one at a time if special navigation is needed.
