Have constant network loading/capacity tests been run as LMS use has increased in your company?
Has the infrastructure budget been increased to take account of the increased use in online learning? In many companies people concentrate on the content and forget to increase the pace of the infrastructure growth.
Is there a real and identifiable business issue that can be attributed to SCORM traffic here? If so - perhaps there's some business case that can be strongly made?

But it won't help releve the data stream that SL sends to our servers NOW :-(
