Reset Quiz Questions

I have created a quiz bank with a results slide that functions correctly when I preview within Storyline. I have set each slide to "reset to initial" and when the user fails the quiz, the slides reset and allow him or her to try again...in the preview.

Once I publish to Review or Web (I've viewed it in S3 and still doesn't do the trick), when the quiz is failed, it takes the user back to the first question of the quiz, however the questions are no longer interactive. I can still interact with the "submit" button, but it won't let me move on because the question hasn't been answered.

I have tried taking the quiz out of a bank and just having individual slides and the issue persists. 

Any help is greatly appreciated.
