In IE 11 the modern player does not show a scrollbar in the resources panel. So, without a mouse wheel it is not possible to open all documents. Do you have an idea what I can do to display the scrollbar? Maybe I can do some changes after export?
I can't help you with default Resources panel. But I'll offer an alternative: put your resources on a slide, and add a custom Resources tab to the Player that lightboxes that slide. Here's how to do that:

This method can also be used to create a custom Glossary.
And, of course, it allows you to make any slide available from the Player.
Be aware that custom tabs will be available from all slides. Unlike the default Player items, custom tabs cannot be turned off in Slide Properties.
