The layer of each slide is still part of the slide so the timeline doesn't necessarily start over. You can allow seeking within the slide layer's timeline by itself - and it's also worth noting that how the overall slide's timeline will behave in terms of restarting is driven by the slide's revisiting properties.

"Reset to initial state" upon revisiting will sort of reset the timeline.
