First, be sure you're testing the LMS output file within a learning management system. If you don't have one available to you, you can use SCORM Cloud. It's industry standard, and it's free!
Also, what version of Storyline did you use to build this content, and what web browser were you using?
Hi Kristin! Thanks for the details. To answer your original question, no, you don't need quiz slides for the resume function to work properly.
I did a quick test with your settings, and I was able to exit and resume the course twice as expected. Let me know if my course works on your end.
I have two ideas to start. First, it's possible that your LMS is preventing resuming on this course. Do you have other courses that resume properly? Is there a setting in your LMS that controls what happens when a course is launched again?
Or, and maybe less likely, you could be exceeding the suspend data allowed in your LMS. Storyline sends data to your LMS, and part of this data helps the course resume where a learner leaves off. Here's more about this behavior.
As Alyssa mentioned, SCORM Cloud is a good environment to compare your course performance. You can try uploading your content there, or share it with us and we can help with that step!
