SCORM 2004 (4th Ed) Completion Behavior

Hello everyone.  I have a question about SCORM2004 (4th Ed).  I've got a couple different Storyline courses.  One completes with a scored quiz, the other via manual trigger.  I'm testing both of them on my free SCORM Cloud account.  Both courses complete as intended...in SCORM Cloud they set the Completion value to "complete" and the Success value to "passed".  However, if I relaunch either course, and then immediately exit, SCORM Cloud displays the Completion value as "incomplete".  The Success value stays at "passed".  Both courses exhibit this behavior when published to SCORM2004 (4th).  If I publish the same courses to SCORM2004 (3rd), a relaunch of a completed course does not change the Completion value.  It remains at "complete".
 
Here's my question...is this change back to "incomplete" after a relaunch an expected behavior for a 4th edition SCORM course?

Rollup of weighted completion data. SCORM 2004 has always include a “progress measure” data model element that indicates “how complete” the user is on an individual SCO. This data will now be officially rolled up with different activities having different weights. This weighting and rollup will give an accurate picture of the user’s overall completion of a course and enable LMS’s to provide accurate progress bars.
