Articulate Online accepts published files from Storyline and Studio (all versions) for uploading.
If you created material in another authoring tool, what's the file type that you're using? If it's something standard like a .ppt (Powerpoint) file you can import those into Storyline or Studio and publish with the tool you're using.
The material was created in another authoring tool and saved as SCORM 2004, 4th Edition. I need to convert that course - republish without access to the original authoring tool - SCORM 2004, 3rd Edition. How can I do that? Is there a best practice? Thanks for your help.

That sounds like it is certainly outside of our realm of support since you are not utilizing Articulate software.
