We are using the Notes panel for transcripts in SL2. When we publish the scrollbars are working in Safari, Chrome and Firefox on the desktop, but when we open html5 on the iPad in Safari or Chrome, the scrollbars are visible but it is not possible to scroll.
We have tried the two fingered scroll but it makes no difference.
I do see that our Quality Assurance team is looking into the issue of the Notes tab not scrolling within the HTML5 output in Mobile Safari especially for longer text. I'd like to take a look at your file and see how it's behaving and if it matches that report so that I can share your example as well with our team. In regards to the bold issue, we can take a look at that as well - and I did want to clarify, notes formatting in Storyline 2 is as described here.
I've submitted a case and this is the reply I've received, it seems this is an issue they can't fix yet.

Thanks for uploading your project files and for allowing us to review them! We were able to duplicate the issue you reported. Notes that are placed in the topbar of the player cannot be scrolled on Mobile Safari on an iPad. I know that you do not use the sidebar but the notes in the sidebar does scroll properly on Mobile Safari.
Unfortunately, we were unable to determine a workaround. We have reported this issue to our Quality Assurance team for their review. I cannot offer a time frame for when or if this issue will be addressed. I would recommend, at this time, to take a different approach like adding an additional layer for notes or just disabling the notes tab so that you continue working on your project.

I don't have any updates to share at this time, but it seems that this issue only occurs when the notes are on the topbar vs. on a side bar. The latter allows for scrolling in HTML5.

We released an update for Articulate 360, and it includes a fix to address the issue in Storyline 360 where the scrolling of notes was not working when in the responsive player (landscape orientation).

Another issue in html5 is that all of the content of the notes field is bold, we can't remove it.

I just exported a course and found that when the iPad/iPhone is in landscape position, if I go to the Notes option I cannot scroll the text.
If I rotate the device to portrait mode, then I can scroll the text in the Notes panel.
And finally, in the same session, if I rotate the device BACK to landscape position, NOW I can scroll the text in the Notes panel.
This is a BUG. When will it be fixed?

Has this been looked into yet? We are having similar issues in 360.... Cannot scroll through the notes on phones or tablets.
