sequenced app Storyline2 shortcut is not launching in user

Hi Team,

On launching the sequenced app (Appv 5) of Storyline2 shortcut in User getting the attached license error.

where as the same is launching successful in Administrator. 

1. I have tried by excluding the LocalAppdata from the exclusion list. 

2.  Created Run as admin shim and applied to sequenced app

3. Given full permissions but still same issue persists.

Please help asap.
