Hi Karin.  We found an issue where drag-and-drops set to shuffle will have the drag items hidden by background images, which in your case, is the "e-learning background" picture you have on the slide master.

As a workaround, I used a rectangle shape to create the bottom bar in your slide master.  I've attached the modified file.  Hopefully that works in the meantime for you!  I'll be sure to update this thread with changes to that behavior with background images.

Great news!  We just released another update for Articulate 360, and included a few important fixes that you'll see in the release notes here

Fixed: In drag-and-drop interactions, drag items might return to their original positions during quiz review or be hidden by other objects.

Just launch the Articulate 360 desktop app on your computer and click the Update button for Storyline 360. Details here.
