Are you just asking if you can have the Notes tab be the default to be opened in the sidebar and not the Menu? I believe that is set by the order you have your side bar tabs in. So just move the notes side bar in front of the menu.
If you are asking something different I apologize, please send a screen shot of what you are looking for.
If you only left the Notes on the sidebar and move the menu to topbar, then you will have the sidebar open with the Notes. And users can open the menu from topbar.
