After searching for which slide caused the error, we found that SL had dropped all the closed captioning text from just one (?) slide. After re-inserting the text, the course publishes properly.
I am trying to get back to this project today and will answer your questions then. I checked and Chrome does play the course in Flash, so I was wrong about that part.
Thank you for posting this tidbit. Saved me hours of troubleshooting today. Same issue here, missing caption text on one slide. Inserted the data and publishing in Flash stopped crashing SL360.
This similar bug gave me the same symptoms, but Storyline would crash not just when publishing but when previewing the slide (or the entire project or the scene in which the slide resided). There was just one caption that was incomplete and a soon as I tweaked the captions and manually entered text, it worked. I was using the captioning created using the text-to-speech feature.
I was publishing to Flash with HTML5 fallback. Will this be submitted as a bug?
I'd love to take a look at your file and confirm it's the same issue. If not, I'm happy to file a new report for what you're running into.
I understand if you'd rather not share your file, but since it's the best way for us to demonstrate the problem and document a defect, we'd happily accept a .story project shared here privately if you'd like to upload.

Hi Sam. Did you import a closed captioning (SRT, VTT, SBV, or SUB) file? Or did you use the closed captioning editor to create your own caption text?
Did it appear to still have closed captions, but was just missing the text in the caption placeholders?
