Sound won't play before layer hides

I have a sound that is triggered to play before a layer is hidden.  Both triggers are placed on the same hotspot - the noise, then the layer close, and the noise is first on the trigger hierarchy.  This happens on multiple layers that must play a sound before the layer is hidden.  This is a sequencing test, so the sound has to play before the layer hides or I have a project problem.  Hotspot 3 is where the issue occurs on the attached image; the sound has to play twice -- once on entering the layer (timeline starts) and when the user clicks to close the layer.   I can't set the layer to close when the media completes or I'll close the layer right after the timeline starts. Any suggestions?
