I'm sorry to hear that you're experiencing an issue with your feedback master. Would you mind sharing your .story file so we can take a look at your Feedback Master set-up? You can attach it right here in this thread using the Add Attachment button, or privately in a support case.
We are currently tracking a known issue in Storyline 360 where Editing States on the Feedback Master Doesn't Change States on Feedback Layer. I checked your project file as well as your video and verified that you are being affected by this bug. I've added this community post to the bug report so we can notify you as soon as a fix is released. Here's a quick look at how we handle bugs.
In the meantime, the identified workaround is to change the button states that you are trying to modify for each individual layer.
