Hi, Bruce! Attached is a screenshot of the Effect Options pull down in my version of Storyline 2. I don't see what you're referring to. It appears the Effect Options only allow me to set the direction the FADE IN comes from.
Below the last option "from bottom right" should be a grey spacing bar that says sequence - and those items are below that.
If they're not appearing in your version of SL2, first please check that your using a DPI setting of 96 as detailed here. After that if you still don't see it, please look into repairing Storyline.

It's there - just look at the bottom of the "Effect Options".
I missed it to start with too!
