Storyline 3 Low Memory

I am running Storyline 3 build 3.9.21069.0 on Windows 10 64-bit, Core-i7 with 32GB of RAM. I have 19 scenes with a total of over 1,700 slides. The program keeps crashing due to low memory. The Task Manager showed Storyline using about 2.3GB of RAM.
I have tried starting over with a new Story file. I've also cleared the appdata folder under my user profile. Nothings works. I've even asked a colleague who has the exact same setup as me to try and it also crashed on his computer with the same low memory errors. The course does not contain any video or audio. I am working locally, not from a network drive.
Have I hit a limit to what Storyline can handle?
