I don't really think there is a good way for doing this in Storyline. You could use line shapes as guides, to set the angles you use to divide the block arc. If you draw a line on the slide, there is a rotation option under "Size and Rotate", that will allow you to type in the degrees you need.
I'm attaching a slide with a sample. Here, I centered the block arc on the slide, then drew a line and rotated it 30 degrees. I resized the block arc to match the line, and then copied and rotated it three times. Now I have a donut divided into thirds.
