I think the resources are linked to the course not the scene. Some solutions is to name the resources by the module name, so the learner would know which to choose. Or you could add a resource slide for each scene linking to a web page where the scene-appropriate resources are located.
the resources are linked to the course. You could use a lightbox slide that has links to all the resources and have one of those slides for each scene.
Are the resources files or links to websites. If they are files, they should be loaded on your local machine and they will be bundled up when you publish your story file. They will be seen in the story content _ external files folder.
Also, once you've linked to them and published your Storyline course, you'll want to ensure you're testing in the intended publish environment as testing it locally could cause them to not work as expected especially if linking to URLs or websites.

I've uploaded the resources to dropbox and inserted the links i.e. Resources Scenario 1, scenario 2 etc.
However when publishing the link does not work! Am I doing something wrong?
