Okay I can't figure out what is going on here. I have multiple layers, and for some reason the text box from layer 2 is appearing on layer 3 and so on. Makes it every difficult to edit.
Click the little 'eye' icon to the right of a layer name to make them not visible while editing. You had already turned off a bunch of layers, e.g Tax Review, but others are still turned on, e.g. AR Approval.

Thanks Michael, I also discovered a bit of delay in the layers going to their 'hidden' state.
