I got an error message when i made a trigger from one slide to the next slide in Articulate Storyline. Below is an error message that i captured from my screen.
From the image you have supplied it looks like you have selected Preview This Slide when you have previewed your course. If you only preview the slide you are working on, it will not jump to any other slides on your course in Preview mode and you will, instead, receive the error message that you have captured.
If you want to be able to check all the triggers you have set up to link to other slides in Preview mode, you need to select either Preview Entire Project or Preview This Scene (provided all the slides you want to check are in the same scene). In case you were unaware, if you select the Preview button without using the drop-down arrow, it is the same as selecting Preview Entire Project.

As ned says if the slide is outside the scene or single slide preview you will get that message nothing wrong.
