I haven't seen this error message before and it has no actual error number so I have no idea what to do. I will recreate the project to see if it still fails to publish correctly. In the meantime, I've attached two screen shots. One to ensure my main settings are correct and the second is the message I get.
In the meantime, I have opened several older courses and attempted to publish them again and all of them fail with the same error message. I also uninstalled and reinstalled Storyline 2 but the problem still occurs.
I just tested your file and it worked for me. I would suggest going through the steps outlined in this article to see if they resolve your issue. If they don't, can you submit a case and let me know the case number and I will be happy to take a closer look for you.

I have already tried the steps outlined but unfortunately it had no impact
on the issue.
A colleague of mine found a work around:
If I publish to CD I am able to view the published files, once I have
already published to LMS.
I know this doesn't get to the root of the problem but it will be my work
around until I have a chance to get back to the issue.

Sorry to hear about the difficulty. I would suggest uploading your .STORY project to us so we can take a closer look.
