To resolve this issue, ensure that your LMS is sending the correct URL string for Tin Can API content.
I've been getting this same error. I think I found a bug. Only with actor names that have í or other type of characters does this happen. Lectora is launching fine with the launch string and also other students without those characters are launching fine.

We have Lectora courses running along side our Storyline 2 courses and they are running fine with the accents. I tested the course with an accented name on the scorm cloud, and it launched fine. So I've looked at the differences and the scorm cloud launch parameter for the name, and the only difference was the scorm cloud used [] which is .9 spec, we are using the 1.0 spec with {}. Does storyline support the 1.0 spec?

I just verified it, actor names that have special characters in it are not launching appropriately.
