Interesting that you're seeing this happen in HTML5, because we have a very similar bug reported for Storyline 360 in Flash Only. In our testing, the HTML5 output looks correct. Check out this screen recording--is that different than what you're seeing?
I'm using Storyline 2 for development. Customer wants HTML5 output and viewing on desktop browser with LMS capabilities. So I'm published it on LMS scrom 1.2.

Thanks for clarifying and for sharing your file with us. We're seeing the same behavior in the HTML5 output of Storyline 2, and we've logged this as a software bug.
We're monitoring how many customers are impacted by this and what impact it has on courses. The number of customers and depth of impact are two of the elements that help us prioritize bugs and fixes.
Found a workaround for this issue. If you unchecked the Title features from player properties then position of separator line is changed. And if you checked the Title features from player properties then separator line looks proper. See attached screenshots.
