I've been using SL since SL1, upgrading to 2 and 3. I also received the character bundle with my purchase for 2. I installed it and had full, headshot and poses as options for the many characters. When I upgraded to 3, the images, as before, transferred to 3. I didn't have to reinstall them.
Accessing them today, the headshot and pose options are missing. I reinstalled my bundle and am having the same issue.
You mentioned you already reinstalled your character pack, and the characters are still missing. Let's double check to be sure you followed these steps:
Close Storyline 3.
Right-click the installation file and select Run as administrator.
When the installer launches, click Next.
Accept the license agreement and click Next.
Copy the serial number from your product confirmation email, and paste it into the installer where indicated. Click Next.
Click the Install button.
Click the Finish button.
Open Storyline 3 and insert a character to see your library of installed characters.

In the steps you listed, are you referring to right clicking the SL3 install
file or the character bundle install file?
