Triggered Text Boxes working in preview mode, but not working in SCORM

Hey community, 

I am working on an electricity course for my company and have been having trouble with slides 2.7 and 2.9. Ideally the user should have to click on "Series Circuit" and close that layer and be redirected to the base layer. The user should then select "Parallel Circuits" and close that layer and be redirected to the base layer again. Lastly they should repeat the same steps for "Series-Parallel Circuits" and close and should be able to select advance to move onto the next slide. The problem is occurring (only in SCORM not in the preview) when the user selects Series and closes the series layer. After closing the layer the base layer shows up but it that the whole base layer is a clickable object instead of just the text boxes. 

I am using Storyline 2. Any help on this would be greatly appreciated!

PS The order the users chooses the files in does not matter, but I figured it is easier to explain.
