I have created a Storyline eLearn on my Windows 10 Laptop. The triggers, within a multiple choice question, work on all Windows 10 systems. But the triggers do not work on systems using Windows 7, which currently includes the majority of learners.
To help clarify, there are different requirements for authoring in Storyline 360 compared to viewing a published output. You can read all about that here:
You mentioned your learners are using Internet Explorer. Is it Internet Explorer 11? If so, that should be supported. How are you publishing and viewing your course? To the web, or an LMS?
