True/False Variable not showing layer

Hi All,
I'm using a true/false variable to show a layer on slide A which is kind of a navigation slide that people will come back to.
The module has 3 sections. On the last slide of each section (slide B, slide C, and slide D), I have set a variable up on each to change "complete1", "complete2" and "complete3" to true. Which is working.
On slide A, I have set the trigger to:
"Show Layer "x", when timelines starts if complete1 and compelte 2 and complete 3 are equal to true".
But it is not showing the layer. I've checked the settings on the base layer of A and i have it set to "Reset to Initial State".

Can you attach the .story file?

trigger order could be an issue...but as Walt said, the .story file would be most helpful.

Here it is attached. I've removed all of the content (as it is a business module) but it still has the trigger issues.

Here is a sample file based on your criteria. Also check the variables list that the defaults are correct and not conflicting with your trigger instructions.
It is showing the layer, it is just that everything on the layer is hidden, so you don't see any difference.
Oh wow. I feel so stupid.
I had it originally all on the base layer but the variable trigger wouldn't display the hidden item. So I moved the "next" button into it's own layer last night and changed it to "normal".
It mustn't have saved it.
