User restriction with a message box

Hi I am trying to recreate the functionality as given in the attachment. Notice the message popping out when you haven't clicked all the buttons. I exactly need this functionality and I have about 7 buttons in some pages. Can someone tell me how to do this step-by-step procedure? Or, link to me a screenr if available. I really need step-by-step procedure, because I am new to the tool and I don't understand jargons. If you have alternatives to achieve this, please let me know. I will be happy to learn.
