When I test the link in Articulate web object the video opens but when I publish the course and upload the zip file to Moodle the page is blank where the web object should be.
also keep an eye on your browser security warnings - if you're site is full-time SSL (uses "https" in the url) and you have included a hard-coded "http" link to the video in your package the browser might block the video from loading.

Are you adding your video as instructed here?
Is this something that you are able to replicate in SCORM Cloud or is this issue limited to your LMS?
