I set up my videos in SL like I usually do. In one of my modules, after being published, it works exactly like it does in SL. In another module all my videos have their own play bar and the SL playbar is not there. How do I fix this so all my videos act the same where in SL or my published output?

I uploaded your published zip to Scormcloud and it works as expected - the SL video playbar is displaying. I also republished your source file and uploaded that with the same behaviour. Perhaps there is an option in ReviewLink that needs tweaking.
Here is the screenshot from Scormcloud - looks like your video doesn't take up the entire slide size so there is a grey band at the bottom under the video playbar before you get to the player skin - but that is definitely the SL video playbar
Perhaps check with your LMS administrator if the flash or HTML5 version is being displayed in the LMS.
This is what I see when i view the html5 output (Chrome - the only supported browser for html5 output - other browsers may not work) - it's a different style of playbar but it still works
Other than that I suggest you log a case with Articulate to work out why the controls aren't displaying.

That is so odd. All the videos in the other modules work fine in RL. For some reason, none of these do.
