I am new to web objects, so I may be doing something wrong. But I have followed the instructions exactly and I can't get the web object to launch in a new browser window. I have published it several times just to test it, but it just goes to that slide and sits there without any other window launching. Has anyone else experienced this? What should I be looking for? Thanks for your help!
Eventually we'll publish the final training in an LMS, but for right now I just published for the web, which I often do just to see how it would look. Since I was just using it to test, I didn't upload the published output to the server. So would the web object have worked if it was published to the server?

Where are you testing the published content? You'll want to test within the intended environment as described here as testing it locally could cause elements of your content to fail.

You may also want to look at testing your content in SCORM Cloud as it's an industry standard for testing SCORM content.
